(80.2E)The digital Cuny Archive was made available in part through funding assistance from USAID.Despite adequate warning, an existing operational structure, and the presence of experienced non-governmental relief agencies (NGOs), a major disaster occurred when refugees fleeing from northern Ethiopia entered Sudan in late 1984 and early 1985. A review of the history of the early stages of that operation indicates that the problems were primarily political, managerial and organizational. This paper examines those problems, describes some of the changes that have taken place in the international relief system since that emergency, and suggests some further activities to reduce the number and scope of similar problems in the future

(710)The digital Cuny Archive was made available in part through funding assistance from USAID.Fach year, thousands of tons of food are provided to disaster-hit developing countries, primarily be means of food aid programs such as the U.S. Food for Peace (P1.480) Program and the World Food Program of the United Nations. In the past, in-depth needs assessment and evaluation studies of the real impact of these programs on the societies they tire intended to help have been virtually non-existent. Recent experience and a growing understanding of the problems involved in the provision of food aid indicate that the strategies used and the basic assumptions under which these programs operate should be evaluated and revised. Increased awareness of the types of clisasters, of their effect on local food production and distribution systems, and of the options available to meet the needs of the affected population could substantiallv reduce the incidence of massive food importation and its negative impact on a developing society

    ABSTRACTThe chromosomal location of the SCCmec elements containing mecA allows the identification of methicillin-resistant Staphylococcus aureus (MRSA) strains by PCR amplification of a sequence covering the right junction of the SCCmec elements and the adjacent chromosomal region encoding the species-specific ORFX. MRSA strains can be identified specifically using one forward primer, with only one or two mismatches, targeting the SCCmec elements of different types, and one reverse primer targeting the orfX region

    Building Materials/Materials Testing (301.3)The digital Cuny Archive was made available in part through funding assistance from USAID.This paper describes an' INTERTECT project to demonstrate the feasibility of a new analytical technique for evaluating the performance of earthen buildings and other non-instrumentable structures subjected to earthquake-induced loads. Close range photogrammetrie equipment will be linked to, and triggered by, seismographic instrumentation to observe and record the performance of buildings during actual loading. If successful, the technique will provide a tool for observing adobe and other earthen buildings during seismic events. Successful development of this technique will give researchers and scientists a new tool for earthquake engineering research and will open numerous types of buildings and other structures such as earthen dams to observation, which have not previously been subject to complete analytical examination under actual or simulated loading conditions

Although the area most affected has been those countries in the Sahel region, others such as Kenya, Tanzania,Ethiopia and Somalia have also experienced drought of such magnitude that massive relief programs were initiated. A major facet of these operations has been the provision of food and water to the victims of the drought. Later, aid is often used to assist drought victims in replenishing animal herds, acquiring seed for crops, improving water sources, etc. Several agencies have also proposed emergency shelter and housing programs for the victims. This paper explores the issues related to the provision of emergency shelter under drought conditions and the impact of such programs in a long-term context
